Skyline QS Consultants Ltd. was founded on a desire to provide the insurance and construction industry with a higher service level. Our founders Maeve and Bill saw an opportunity to help fill a need for qualified Quantity Surveyors in the Canadian market. Their focus was to create a client-centred process built on professionalism, trust, accountability, respect, and going the extra mile. From this shared desire, Skyline QS was created drawing on the teams previous experience in Quantity Surveying Nationally and Internationally. Their experience in catastrophic events after the major wildfires and floods in Canada and earthquakes in New Zealand and insurance claims, has allowed them to develop a team of professionals who go the extra mile for our clients.
Skyline QS is considered a leader in our field. We have positioned ourselves within the Canadian market as experts, and we strive to maintain that reputation with every project we touch. Our reputation is based on the relationships we’ve formed with our clients. With every project we deliver, the strength of relationships grow. The majority of our business has been built on repeat business from satisfied clients, referrals, and word of mouth. Over our history, Skyline QS has helped insurance companies and condominium owners resolve claims ranging from work requiring total restoration and replacement of the building envelope to evaluating and estimating on minor repairs. WHAT WE'RE MADE OF
Our founders Maeve Duggan and Bill Wheeler, bring diverse backgrounds to their roles at Skyline QS. Together with their team of experts, they bring a unique mix of Quantity Surveyor, Cost Consulting, Building Consulting, international and previous construction experience to every project they touch. This combination of expertise has proven valuable as we can consistently go over and above for our clients.
Maeve Duggan
Starting her career with a unique degree in Quantity Surveying from the University of Ulster in Ireland, Maeve brings international experience along with years of Quantity Surveying in Canada to Skyline QS. She has provided Quantity Surveying services on projects valued at over $100million and has assessed projects after major destructive events, including earthquakes and wildfires. Maeve is considered an expert in her field. This is shown through the reputation she’s built within the industry and the relationships she’s cultivated over her career.
Bill Wheeler
As Senior Cost Consultant, Bill’s previous experience as a master electrician has proven to be an asset to the Skyline QS team. Bill’s expertise as a senior cost consultant combined with his experience allows him to go the extra mile for clients often advising on appropriate repair methodologies and providing a scope of work. Bill takes great pride in a job well done, including providing clients with a needs analysis and innovative solutions that meet their unique requirements. Bill will also provide estimates at various stages of the design process, from conceptual design to the pre-tender stage ensuring the client is informed through all stages of the project.
Our Experience
We have provided Quantity Surveying services to a diverse range of clients within the insurance, condo, and municipality marketplace. We Specialize in large loss projects, pre-loss assessments, multi-unit residential buildings, hotels, commercial buildings, and single-family residences, agricultural, place of worship and industrial.
Our team looks at each project with a keen eye and attention to detail we’d expect from someone looking at our own property. They are attentive, collaborative, and take full ownership of the process, ensuring our clients receive the highest level of service and deliverables that meet their requirements.

Our team works closely with design teams, adjusters, legal counsel, and client representatives to assess the damage and provide damage reports, including cost estimates, building specifications, and scope of work for the repairs. We also prepare the bid documents and evaluate bid submissions to ensure our client is getting the best value for their investment.
